The principal objective or Rural Inclusion is to support rural SMEs in their interactions with Public Authorities by alleviating the administrative burdens rural entrepreneurs have to cope with, when they are in need of executing a specific public service.

To make the role and the benefits of the Rural Inclusion project clearer, it is important to differentiate between the two principal phases of a Public Service:

  • Execution Phase: refers to the specific actions that occur in order to produce an outcome
  • Information Phase: refers to the actions that a citizen performs in order to take information about the execution of a service. This information can specify whether or not a citizen is eligible to execute a service, the specific instance of a service that a citizen should execute, the necessary input for the service to be executed etc.


Rural Inclusion aspires to reduce the administrative burdens related to the Information Phase of a Public Service, by:

  • ...simplifying the information elicitation process of businesses when they want to use a particular public service
  • ...providing customized information on public service execution (eligibility, input documents, cost, etc)

The project approach relies on:

1. The incorporation of the Public Service Modeling Methodology (PSMM) which:

  • ...provides an in depth understanding of the service
  • ...relies on the fact that the public service is described according to a specific template

2. The modeling of the informative stage of the service which is realized as a dialogue between the SME and public administration

3. The identification (through the aforementioned dialogue) of the profile and the needs of the SME and the provision of personalized information about the public service under consideration
