e-Government Lowering Administrative Burdens for Rural Businesses
The Rural Inclusion Wiki page was created in the context of Rural Inclusion, a 3-year ICT-PSP project that started in June 2009, with the principal objective of adopting a state-of-art infrastructure (i.e. modelling approach and software environment) that will facilitate the offering of innovative services by public administration in rural areas.

Who does Rural Inclusion address?
The main purpose of Rural Inclusion is to help both Public Authorities and Small & Medium Enterprises in the objective of reducing administrative burdens and facilitating transactions between such institutions /organizations. More specifically, Rural Inclusion addresses:
- Public Authorities: which comprise one of the primary targeted users that will benefit from the project’s results, given that the main objective of Rural Inclusion is to adopt, adapt, localize, implement, and deploy a selection of innovative informational e-Government services.
- Rural SMEs: which constitute another key group of Rural Inclusion target users, since they are the primary users of the Rural Inclusion-based portals and are expected to play an essential role in the adoption of similar services.
- eGov Researchers: who work in the field of eGov applications design and deployment
- Living Labs Institutions/Practitioners: given the fact that Rural Inclusion uses the Living Labs approach as a key component of its overall methodology for service deployment and iterative improvement
How can Rural Inclusion help you
Rural Inclusion will deploy a series of training events in Greece, Spain, Latvia, France and Martinique in order to train the personnel of Public Authorities (PA) and SMEs in the view of supporting the uptake of the eGovernment paradigm. Check out the:

Furthermore, to achieve its goal, the project incorporates a series of actions and has produced several tools and methodologies, described in the next section.
Rural Inclusion Tools and Services
The Dialogue Part
The Dialogue Part is the principal tool that enables the information elicitation process between SMEs (or citizens in general) and the Public Authorities.
It allows users to personalize the information related to the public service that they need, by providing the functionalities such as eligibility check
(whether the SME is eligible or not for a specific service) and complete, rich and well-structured information for the identified service, i.e. all the information
about the where, how, who, when of the service.
The Rural Observatory 2.0
The Rural Observatory 2.0 is an online observatory that has been initially developed in the context of the Rural-eGov Leonardo da Vinci (LdV) initiative.
The Rural Observatory 2.0 is the projects training repository, with digital training resources on eGovernment, having a particular focus on rural SMEs.
The training resources in this repository aim to support the blended training approach that is adopted, so that it better matches the learning needs of SMEs.
The eGovTube
In order for Rural Inclusion to provide knowledge exchange services and to support advanced collaborative training, it incorporates the eGovTube platform, which has been developed within the Rural Wings project a large-scale FP6-funded European initiative.
This Knowledge Exchange Service that has been deployed in Rural Inclusion provides an innovative approach to help community members to learn about, gradually adopt and continuously exchange experiences about the introduced innovations.
Rural Inclusion Living Labs
The Rural Inclusion Living Labs will be one of the core outcomes of the project, and are expected to remain active after its end. During their operation at the course and after the completion of the project, the Rural Inclusion Living Labs are expected to become regional hubs and enablers of the adoption and development of more innovative e-services by the public authorities and SMEs.
It is expected that five (5) Rural Living Labs will be set up during the project and operate in the participating user regions:
- Chios (Greece)
- Riga (Latvia)
- La Rioja (Spain)
- Lamotte - Beuvron (France)
- e) Martinique (overseas France).

Join us! Become Affiliated with Rural Inclusion
Institutions and organizations participating in both the Small Scale Local Events as also in the Large Scale National Events can join our Networking and Affiliation Program, a key dissemination activity of Rural Inclusion, aiming to engage in the project people outside the consortium in a more active way and create a solid network of stakeholders.
